The Embassy of Japan and JICA discuss Japan’s economic contribution to Iraq with the Government of Iraq in Baghdad

   On June 15, 2011, the Embassy of Japan in Iraq, Japan International Cooperation Agency (JICA) which is the Japanese governmental implementing agency and Government of Iraq held the Twelfth Meeting of the Quarterly Monitoring Committee on Japanese Official Development Assistance (ODA).

   The Committee was co‐chaired by H.E. Mr. Thamir Abbas Ghadhban, Chairman of the Advisory Committee of the Prime Minister (PMAC), and Mr. Takema Sakamoto, Counsellor of the Embassy of Japan in Iraq.

   Attendees from the Iraqi side at the Committee included relevant high-ranking officials from PMAC, the Ministries of Planning, Finance, Oil, Electricity, Transportation, Water Resources, Construction and Housing, Industry and Mineral Resources, Municipalities and Public Works, Health, Communications, as well as Mayoralty of Baghdad, Kurdistan Regional Government, etc.

   From Japanese side, in addition to some other officials of the Embassy of Japan in Iraq, five JICA officials including the Director of its headquarters in Tokyo also attended. UNDP officials participated in the Committee as well as the JICA’s partner for monitoring the transparent and efficient use of Japanese ODA loans in Iraq.

   In the opening remarks, H.E. Mr. Ghadhban conveyed deep condolences for the victims of the Great East Japan Earthquake. Mr. Sakamoto expressed sincere appreciation for the message of sympathy and said Japan’s Assistance policy for the reconstruction of Iraq would remain the same even after the disaster.

   During the Committee, the participants reviewed the progress of 15 projects financed by Japanese ODA Loans worth 3.28 billion US dollars in addition to the exchange of views about the technical cooperation through JICA. Both sides welcomed progress in implementation of the projects. Moreover, both sides confirmed challenges and measures to be taken for further acceleration of those projects.

   Both sides also shared the need of the continuous support from Japan, and discussed possible future cooperation.

   The Government of Japan, JICA and various Japanese companies has been actively engaged in Iraq’s reconstruction and development efforts, and working for further strengthening the friendly ties between the two countries.

   Up to date, grant aid programs of worth 1.7 billion US dollars have been almost completed, and now JICA and various ministries are executing 15 significant infrastructure projects in such areas of electricity, oil, water and sanitation, irrigation, transportation, and industry utilizing Japanese ODA loans.

   The Monitoring Committee meeting on Japanese ODA has been held quarterly since July 2008, in a collaborative and constructive manner.

سفارة اليابان ووكالة جايكا تناقشان مع حكومة العراق في بغداد الدعم الاقتصادي الياباني للعراق

في الخامس عشر من حزيران 2011, عقدت سفارة اليابان في العراق ووكالة اليابان للتعاون الدولي (جايكا) باعتبارها الوكالة اليابانية الحكومية التنفيذية وحكومة العراق، الاجتماع الفصلي الثاني عشر للجنة مراقبة المساعدات الانمائية الرسمية اليابانية (ODA).

ترأس اللجنة معالي رئيس هيئة مستشاري رئيس الوزراء السيد ثامر عباس غضبان ومستشـار سفارة اليابان في العراق السيد تاكيما ساكاموتو.

حضر الاجتماع الذي عُقـد في الهيئة عن الجانب العراقي كبار المسؤولين في هيئة مستشاري رئيس الوزراء، ووزارة التخطيط، والمالية، والنفط، والكهرباء، والنقل، والموارد المائية، والاعمار والاسكان، والصناعة والمعادن، والبلديات والاشغال العامة، والصحة، والاتصالات، بالاضافة الى أمانة بغداد وحكومة اقليم كردستان وغيرها.

وحضر عن الجانب الياباني خمسة من موظفي وكالة جايكا بضمنهم مدير مقر وكالة جايكا في طوكيو بالاضافة الى عددٍ آخر من دبلوماسيي سفارة اليابان في العراق. كما شارك في اللجنـة مسؤولون في البرنامج الانمائي للأمم المتحدة (UNDP) بصفته شريكاً لوكالة جايكا في مراقبة شفافية وكفاءة الاستفادة من قروض المساعدات الانمائية الرسمية اليابانية(ODA) في العراق.

خلال الكلمات الافتتاحية، أعرب معالي السيد ثامر غضبان عن تعازيه العميقة لضحايا زلزال شرق اليابان الكبير. من جانبه، قدم السيد ساكاموتو جزيل امتنانه لرسالة التعاطف وأفاد بأن سياسة اليابان في المساعدة بإعادة إعمار العراق ستبقى ثابتة حتى بعد كارثة الزلزال.

إستعرض المشاركون خلال اجتماع اللجنة التقدم الحاصل في خمسة عشر مشروعاً تمولها قروض المساعدات الانمائية اليابانية (ODA) بقيمة 3,28 مليار دولار بالاضافة الى تبادل وجهات النظر حول التعاون التقني من خلال وكالة جايكا. حيث رحّب الجانبان بتقدم تنفيذ المشاريع. بالاضافة الى ذلك، أكد الجانبان على وجود التحديات وضرورة اتخاذ الاجراءات اللازمة للاسراع في تنفيذ تلك المشاريع.

إتفق الجانبان على ضرورة استمرار الدعم من اليابان، وناقشوا امكانيات التعاون المستقبلي.

لقد دأبت حكومة اليابان ووكالة جايكا وكذلك مختلف الشركات اليابانية على المشاركة الفاعلة في جهود اعادة اعمار العراق وتطويره ، والعمل على تعزيز روابط الصداقة بين البلدين .

قدمت برامج مساعدات المنح حتى الآن مبلغ قدره (1,7) مليار دولار أُنجزت تقريباً. وتعمل وكالة جايكا الآن مع مختلف الوزارات على تنفيذ خمسة عشر مشروعاً مهماً من مشاريع البنى التحتية بالاستفادة من قروض المساعدات الانمائية الرسمية اليابانية (ODA) لقطاعات تشمل الكهرباء، والنفط، والماء والصرف الصحي، والري، والنقل، والصناعة.

تـُعقد اجتماعات لجنة المراقبة للمساعدات الانمائية الرسمية اليابانية (ODA) بشكلٍ فصلي على نحوٍ بنـّاءٍ وتعاوني منذ شهر حزيران 2008.
